TOWN OF BISCOE
BOARD OF
COMMISSIONERS MEETING
DECEMBER 13, 2004
The regular meeting of the Town of Biscoe Board of Commissioners was held on December 13, 2004 at 7:30 pm in the Municipal Building.
Present were: Mayor Jimmy Blake, Mayor Pro-Tem Larry Preslar, Commissioners Jerry Smith, Richard Kissell, John Beard, and Michael Criscoe.
Town Manager Joshua Ray was in Chapel Hill attending school.
Larry Preslar made the motion to accept the minutes from the November 8, 2004 regular meeting as written. Richard Kissell seconded, and all voted in favor.
Jerry Smith made the motion to accept Kelly Kellam as the newly elected in Fire Chief. Michael Criscoe seconded, and all voted in favor.
Bobby Kellam retired as Fire Chief after 20 + years serving.
Larry Preslar made the motion to begin the Public Hearing on Town Ordinance Updates. Michael Criscoe seconded, and all voted in favor.
Public Hearing began at 8:00 pm. There being no opposing comments, Commissioner Richard Kissell made the motion to adopt the Amended Zoning Ordinance and also the Amended Nuisances Ordinance. John Beard seconded and all voted in favor.
Larry Preslar made the motion to table the Landscaping Ordinance until the January regular meeting. Richard Kissell seconded, and all voted in favor.
Linda Wall a representative of Weaver-Kirkland Housing made a presentation of a possible 24 unit, low-income tax credit housing. The Board requested more information and scheduled a special meeting for Monday, December 20, 2004 at 7:00 pm in the Municipal Building.
Richard Kissell made the motion to go into Closed Session to discuss the sale of land. John Beard seconded and all voted in favor. The Board of Commissioners went into Closed Session at 8:30 pm
.The Board reconvened into open session at 9:03 pm.
There being no further business to bring before the Board, John Beard made the motion to adjourn. Jerry Smith seconded, and all voted in favor. Meeting adjourned at 9:06pm.
