BOARD OF COMMISSIONERS MEETING

NOVEMBER 8, 2004

 

 

 

The regular meeting of the Town of Biscoe Board of Commissioners was held on November 8, 2004 at 7:30 pm in the Municipal Building.

 

Present were: Mayor Pro-Tem Larry Preslar, Commissioners Jerry Smith, Michael Criscoe, Richard Kissell, and John Beard.

 

Mayor Jimmy Blake and Town Manager Joshua Ray were out of town and unable to attend the meeting.

 

Mayor Pro-Tem Larry Preslar called the meeting to order at 7:30 pm.

 

Richard Kissell made the motion to accept the minutes from the October 11, 2004 meeting as written.  Jerry Smith seconded and all voted in favor.

 

There were two Public Hearings scheduled and the events went as follows:

 

Mayor Pro-Tem Larry Preslar opened the Public Hearing on the Tom Dowd land swap at 7:36 pm. There being no opposition present, Rick Kissell made the motion to accept the land swap. John Beard seconded and all voted in favor.

 

Mayor Pro-Tem Larry Preslar opened the Public Hearing on the Bobby Myrick land swap at 7:40 pm. There being no opposition present, Jerry Smith made the motion to accept the land swap. Michael Criscoe seconded, and all voted in favor.

 

Mayor Pro-Tem Larry Preslar opened the Public Hearing on the Economic Development Grant Plan at 7:45. There being no opposition, John Beard made the motion to adopt the plan. Richard Kissell seconded, and all voted in favor.

Commissioner Kissell stated the board would be able to “tweak it” as circumstance dictates.

 

Nancy Ruppert delivered her quarterly report from the Resource Team. They have been awarded a $40,000/3 yr grant for a staff person to assist coordinating events.

 

TAC representative, Kristin Daggett, presented their findings and it was concluded that her company wasn’t able to locate enough savings for the Board to employ their services.

 

There being no further business to bring before the Board, Commissioner John Beard made the motion to adjourn. Commissioner Jerry Smith seconded and all voted in favor. Meeting adjourned at 7:50 pm.
