TOWN OF BISCOE

Board of Commissioners Meeting

12 July 2004

The regular meeting of the Town of Biscoe Board of Commissioners was held on July 12, 2004 at 7:30 pm in the Municipal Building.

Mayor Blake called the meeting to order at 7:30 pm.

Present were: Mayor Jimmy Blake, Mayor Pro-Tem Larry Preslar, Commissioners Jerry Smith, John Beard, Richard Kissell, Michael Criscoe, and Town Manager Joshua Ray.

Jerry Smith made the motion to accept the minutes as written from the June 14, 2004 meeting. Michael Criscoe seconded, and all voted in favor.

John Beard made the motion to adopt the Hazard Mitigation Plan. Michael Criscoe seconded, and all voted in favor.

Larry Preslar made the motion to appoint Elsie Monroe as Biscoe’s representative on the ABC Board. Jerry Smith seconded and all voted in favor. Mrs. Monroe will serve a 3 year term on the ABC Board.

Past Mayor of Biscoe, David Monroe, passed away the afternoon of July 12, 2004. A moment of silence was observed in recognition of Mr. Monroe. David Monroe was the Mayor of Biscoe from 1967 until 1973 and then from 1977 until 1979. He continually contributed to the Town of Biscoe in various areas including the continuous growth of the Foundry Service. Mr. Monroe was very actively involved with the local AA organization.

Richard Kissell made the motion to appoint Lisa L. Cagle as Town Tax Collector. Michael Criscoe seconded, and all voted in favor.

There being no further business to bring before the Board, John made the motion to adjourn the meeting. Richard Kissell seconded, and all voted in favor. The regular meeting of the Town of Biscoe Board of Commissioners adjourned at 8:00 pm.
