Board of Commissioners Meeting

10 May 2004

The regular meeting of the Town of Biscoe Board of Commissioners was held on May 10, 2004 at 7:30 pm in the Municipal Building.

Mayor Jimmy Blake called the meeting to order at 7:30pm.

Present were: Mayor Blake, Mayor Pro-Tem Larry Preslar, Commissioners Jerry Smith, Richard Kissell, Michael Criscoe, John Beard, and Town Manager Joshua Ray.

Jerry Smith made the motion to accept the minutes as written from April 12, 2004. Richard Kissell seconded, and all voted in favor.

Richard Kissell made the motion to appoint Gary Dunn to a 2 year appointment on the Board of Adjustments and Jimmy Cagle to a 3 year appointment. Larry Preslar seconded and all voted in favor.

Jerry Smith made the motion to set the Public Hearing for the next regular meeting on behalf of ABD Development. A stipulation to the motion was also made that if no material is given to the Town Manager by June 1, 2004 the Public Hearing will be tabled until the following regular meeting in July. Mike Criscoe seconded, and all voted in favor.

Richard Kissell made the motion to raise the Fixed Asset Depreciation from $500.00 up to $1000.00. This request was approved by the Town’s Auditor’s Dixon Hughes. John Beard seconded and all voted in favor.

A Budget Planning Session was called for May 17, 2004 at 7:30pm at the Municipal Building.

Larry Preslar made the motion to go into closed session to discuss a Sale of Land. Jerry Smith seconded and all voted in favor, went into closed session at 8:00pm.

Mike Criscoe made the motion to return to open meeting. Richard Kissell seconded, and all voted in favor, returned to open meeting at 8:44pm.

There being no further business to bring before the Board, John Beard made the motion to adjourn the meeting. Larry Preslar seconded and all voted in favor. Meeting adjourned at 8:45 pm.
